LordCarve a3ddba6f42 Cleanup - Use RemoveAllChildren() over DisposeAllChildren() (#39848)
* Content - change the (should-be-obsolete) DisposeAllChildren into the more robust RemoveAllChildren.

* Remove duplicate calls.
