1c8eb2f3de Added a regular and an engraved zippo (flippo) lighter (#23020) 
* Added the zippo and engraved zippo. Added the engraved zippo in the detective's coat.

* Added copyright.

* Renamed to Flippo

* Gave the Flippo new sounds. Moved the lighter sound collections to their own folder in Items.

* Fixed YAML issues that showed up with moving the lighter noises to their own folder.

* Added the detective's Flippo as a thief objective, with half the weight of the forensic scanner.

0366d27586 Dial back shotgun pellet damage slightly. (#23042) 
Suggesting reducing the individual per pellet damage of the common shotgun shell from 12 to 10, changing the effectiveness at mid to long range to be slightly less oppressive. This would mean that shotguns will still 2 hit crit an unarmored target at point blank but allow a well armored target to withstand one more shot, and this should make them a little less effective down long hallways.
