deltanedas e1df251cbc decouple ItemToggle from PowerCellDraw (#31392)
* remove ItemToggle from PowerCellDraw query

* add EntityQuery for resolves, make them all optional

* move integration to ToggleCellDraw

* add ToggleCellDraw to almost every PowerCellDraw prototype
