* Add "Freeze and Mute" admin verb
* Allow "Freeze And Mute" admin verb when player is already frozen but not muted
* Remove redundant scream handler (scream action just emotes, duh)
* AdminFrozenSystem: clean imports
* Update Content.Server/Chat/Commands/SuicideCommand.cs
