mech nitrogen filtering 2 (#19868)

* target oxygen logic

* filter out nitrogen when low on oxygen

* vvrw and datafield for everything

* :trollface:

* bruh does work

* tagless chicken

* move into atmos, make it not depend on mech

* update mech prototype
