Golden Plunger General Fixes & Tweaks (#40619)

* Plung Plunges

* C# solution replaced with yaml solution, made sprite in-line with normal plunger, & alt click works now

* Update Resources/Textures/Objects/Specific/Janitorial/janitorial_cart.rsi/meta.json
