Bump nixpkgs rev (#25361)

* Bump nixpkgs revision

* Update nix-direnv

* Remove extra nix functionalities

Both nix-direnv and legacy command nix-shell fail. Reverting to
flakes-only commands.

* Pin nixpkgs per suggestion
